Using NURBS for organic models like this chibi Venom is not very common. but it could be a huge tool with a few technics if they come with a bit of patience
Like other posts you can see here, I always start with simple and closed surfaces. From lower control point count to higher.
The usual workflow is to model some revolve and sweep surfaces, later rebuild them to the lowest point count with a degree 3, then start editing.
